关于“河南省普通高中招生英语考试题型调整”的说明

我省目前的普通高中招生英语试题题型成形于2008年,距今已使用长达12个年头。根据当前国家考试改革的精神、《义务教育英语课程标准(2011年版)》五级知识目标和能力目标要求以及我省初中英语教学实际情况,在认真研讨和广泛征求意见的基础上,经向上级主管部门提出申请并得到批准,决定对2020年及以后我省普通高中招生英语试题题型做出调整。

一、试题题型调整方案

说明:我省中招英语试卷将按如下试卷结构呈现:

一、听力理解(20分)

二、阅读理解(40分)

三、完形填空(15分)

四、语篇填空(15分)

五、补全对话(10分)

六、书面表达(20分)

二、试题题型调整的依据与原因

(一)国家层面的要求

《教育部关于进一步推进高中阶段学校考试招生制度改革的指导意见》(教基二【2016】4号)明确指出:依据义务教育课程标准确定初中学业水平考试内容,提高命题质量,减少单纯记忆、机械训练性质的内容,增强与学生生活、社会实际的联系,注重考查学生综合运用所学知识分析问题和解决问题的能力。

(二)课程标准的要求

《义务教育英语课程标准(2011年版)》是教材编写、教学、评估和考试命题的依据,是国家管理和评价教育质量的基础性文件。

在“评价建议”中,课程标准指出:应避免过分强调对知识的考查和脱离语言实际运用的倾向,以切实提高评价的有效性;对语言知识的考查应着重考查学生的知识运用能力,不应孤立地考查知识点或对知识的机械记忆;终结性评价应将知识与技能有机结合起来,着重考查学生在具体语境中运用英语的能力,渗透对情感态度、学习策略和文化意识的考查;要选用真实、地道的语言素材,根据语言实际使用情况命题。

(三)我省高考英语试题题型的变化

2014年起,我省高考英语试题(全国I卷)取消20个“单项选择”、增加“语篇型语法填空”。“语篇型语法填空”突出语篇、强调运用,引导教师改变英语教学中存在的过分强调语法规则而忽视其语言功能、过分重视接受性技能的学习而忽视产出性语言技能培养的现象。

语言知识存在于语篇中,只有在真实的社会环境中才能反映出其语言意义。“单项选择”的存在导致老师们把语言知识从语篇中剥离出来,教学就是纯粹讲授语言知识,从而把英语语言碎片化,使学生对英语语言的本质认识不清,“耗时低效”的问题由此产生。

命题时因语言情境的要求,两大题型“单项选择”与“完形填空”越来越趋同。

我省高考英语“单选选择”已取消六年的背景下,为了保证小、初、高中英语教学的连贯性,也为了切实落实英语学科核心素养的理念,我省普通高中招生英语试题中取消“单选选择”并对题型进行调整势在必然。

(四)兄弟省市的做法

在新的课程改革形势下,目前各省市都在积极地探索如何更加科学考查学生的语用能力。从2017年开始,陕西省以及广东广州、湖北荆门、内蒙古赤峰、湖南常德、湖南衡阳、湖南娄底、山东德州、山东济宁、山东泰安、山东烟台、山东聊城、山东威海、山东枣庄 、山东淄博、四川眉山、四川绵阳、浙江杭州、浙江湖州、浙江嘉兴、浙江金华、浙江丽水、 浙江宁波、浙江衢州、浙江绍兴、浙江台州、浙江义乌、浙江舟山等的中招英语试卷已经取消了英语试卷结构中的单项选择题。部分省市如北京、山西、河北、吉林减少了单项选择试题的数量。

从未来英语测试的命题趋势来看,单项选择将会逐渐被新的题型所取代。这种试卷结构的改变进一步降低了客观选择题的比例,加大了主观题的考查力度,顺应了时代对英语语言综合运用能力考查的要求。这也会对我省中小学英语教学有着良好的导向作用。

附:语篇填空题型说明

分两节

第一节

10个小题,每小题1分,共10分。题目要求和原来一样,备选词原为12个,现改为10个。降低了考查的难度。
